1. DESCRIPTION OF FUNCTION
This MPOM position is intended to service Nigeria Hook-Up Operations. The MPOM is accountable to the Hook-Up project managers for the safe execution of overall project operations, in accordance with planning constraints, associated cost envelope and project quality requirements. He/she will be required to work closely with the Hook-Up Manager.
The MPOM is responsible for co-ordination of all marine spreads involved in execution of hook-up project operations
The MPOM assists the regional operations department for optimisation of overall resource allocation in meeting hook-up project constraints.
2. KEY RESPONSIBILITIES
Operations Preparation
Define scope of work attributed to each spread and interface with project engineering manager to ensure engineering documents are timely developed in line with operational requirements.
Organize installation feasibility review, involving operational personnel and SOM/field engineers, prior to initiating detailed installation engineering and Preliminary Hazard Assessment (PHA)
Review and comment Technical Document Register (Installation engineering documents).
Review and comment Installation Procedures.
Determine Spread for realization of offshore Operations; Barge, 3rd Party vessel, support, AHT, taking into account requirements from SOM (Support Vessels) and any specifics of the installation on which the work is to be performed.
In conjunction with SCM, monitor the selection of subcontractor's on operations related issues.
Prepare SIMOPS plan taking into careful consideration any ongoing platform production issues.
Ensure project Inspection and Test Plan (ITP) is issued. Review and comment project ITP.
Interface with project technical manager to identify critical parts of the work (technical, clash etc.) and initiate Industrial Risk analysis study.
3. Vessel & Work Site Readiness
Organize approval of marine spread by Client (Audit)
Check & ensure country regulatory requirements are followed
Check communication means/Vsat availability for 3rd party vessels.
Organize manning of 3rd party vessels with support of Offshore Crewing Group (define, allocate, logistic)
Organize any topside survey's necessary to ensure installation feasibility and interface with marine spreads.
Define POB for project specific subcontract quantity/ functions such as pre-commissioning staff.
Review & endorse POB (quantity/functions)
Ensure availability of project specific safety equipment/PPE and safety personnel with support of HSE Adviser
Follow-up of 3rd party vessel management as SOM (Audit, POB, Mob, HSE, Emerg Plan, SOW)
4. Planning & Co-ordination
In co-ordination with SOM, establish baseline project schedule. Continuously update and optimize the project operations schedule.
Ensure spread availability, spread booking (external) and that this fits with any topside client constraints.
Define crew change requirements from vessel/platform to shore.
Attend weekly regional operations meetings as required.
5. Logistic Support to Operations
Communication with local agent for logistic purposes (project equipment and material) in and out of / bases
Review local project specific logistic support and ensure fit for purpose.
Organize importation of project vessels, equipment and material in country.
Organize Vessel clearances in country of Operations.
6. Mobilization
Ensure full spread is mobilized on time for commencement of operations, both marine spreads and any topside platform based spread.
Co-ordinate Yard activities and load-out sequence for timely delivery of fabricated items.
Organize timely mobilization of subcontracted personnel.
Prior to start operations, organize Project Familiarization meeting with vessel crews on all sites.
Organize mobilization of Client Representative. Co-ordinate with Client access to site.
7. HSE
In co-ordination with project HSE manager, ensure resources (Medivac, security boats) to support Offshore Bridging Document (including Emergency Response Plan) are available.
Ensure 'Permit To Work' (PTW) system is in place.
Review Undesired Event Reports (UER) before dispatch.
8. Operations
Organize sequence of project offshore operations
Daily Management of support spread in line with vessel requirements (including, fuel, water, food).
Organize daily conference call with attendance of SOM/Hook-Up Manager, for progress follow up and give instructions to the vessels/work sites as required.
Support project manager for liaison with Client regarding operational matters.
Define with SOM level of MOC and approve ''Major'' MOC during execution of the project.
SIMOPS management
Provides all documentary evidence necessary to lodge any contractual claims, which may arise.
Ensure Non Conformance Reports are issued and closed out as required.
Issue daily spread activities report.
9. Demobilization
Ensure all project equipment are timely demobilized and returned to suppliers.
Ensure liaison with Yard/Base for return of fabricated installation aids and re-certification of rigging.
10. Feedback/Knowledge management
Participate in Lessons Learned meeting.
Provide input in preparation of Project Operations Debrief Report.
11. AUTHORITY/DIMENSIONS
• Authority to take a leading role in the organization of the project operations, in conjunction with the project manager.
• Authority to be agreed with project manager concerning relationships with Clients and budget owner responsibilities.
• Authority in accordance with company regional authority matrix.
12. INTERFACES
• Main internal interfaces within the project team with Engineering, SCM, PCM; within with equipment and marine assets entities (mainly SMD, ARO, OSMA) and countries organization.
• Main external interfaces with Client (as defined by Project Manager), ships owners.
13. CAPABILITY PROFILE - KNOWLEDGE, SKILLS, EXPERIENCE AND BEHAVIORS
• Minimum 5 years of experience in offshore operations, with preferably a large part spent on board installation.
• Good knowledge of logistic rules and principles and immigration, customs and importation/exportation laws of countries where operations take place are based.
• Fluent in English.
• Good communication & organizational skills.
• Capacity to adapt quickly to changing situations.
14. WORKING CONDITIONS
• Based in Onne with our logistics and transit teams with regular missions in situ (onshore on logistic bases & offshore on working sites)
