Mechanical Completion (MC) Lead at Oil and Gas Company


MAIN FUNCTIONS 

• Champion Mechanical Completion (MC) Safety
• Assesses scalability and execution efficiency of MC and SC
• Participates in the Construction Criticality Workshop to allocate and apportion MC records and assess the Quality Inspection & Testing Plan and levels of MC inspection for Project team.
• Develops plans for transitions from Construction (Area Based) to MC (System Base) to System Completion including transfers of Construction Superintendents for MC activities. 

• Interfaces with the Site Quality Advisor & Site Commissioning Lead for system completions database management for MC and administers MC record management
• Coordinates interface and interaction with contractors and subcontractors, and with operations and drilling personnel on site
• Has lead responsibility from construction to support commissioning in planning, preparations, verification, and documentation.
• Manages and facilitate early implementation of contractor’s Permit-To-Work system.
• Supports early implementation of the Flange Management Procedure through guidelines in the MC Toolkit
• Oversights for Preservation Plan with Quality Group; implementation of levels, type, frequency, and storage location of equipment and materials
• Reports progress, performance, initiatives, issues, and challenges to Site Manager
• Serves as member of the Project Team (PT) when project assigned

JOB REQUIREMENTS:

TASKS AND RESPONSIBILITIES
• Champion on-site safety awareness and safe performance with contractor and among Project Team members
• Coordinates on-site Operations, Drilling, and functional personnel regarding planning and implementation of MC activities
• Coordinates review and approval of Contractor’s procedures for MC and handover activities including Company’s requirements to inspect, review or witness certain aspects of measuring completions.
• Identifies & communicates priority systems to drive MC. Liaises between Construction and System Completions to maintain systems prioritization.
• Monitors development, population and maintenance of the SC database and ensures that is up to date and includes current/correct data from engineering and that tags are correctly tied/linked to each system (through boundary drawings).
• Coordination of MC planning, verification, and documentation by the use of MC Check Records (MCCR’s), Walk Down Check Lists (WDCL’s), Discipline, Sub-system or System MC Certification, punch lists, as-built drawing reviews, etc.
• Coordinate interfaces and interactions between discipline/area leads and contractor MC (MC) group
• Tracks and help expedite late material and equipment deliveries and monitors their effect on handover plans.
• Monitor and appraise contractor construction activities and performance. Determine any corrective actions needed in order to meet MC objectives and work to have these implemented
• Manage punch list activities with project team groups
• Confirm incorporation of vendor punch list in MC walk-downs/punch outs for System and Sub-System MC Certification
• Supports commissioning teams and operations teams during commissioning and start-up activities
• Audit/Oversight of MC Dossier

CANDIDATE QUALIFICATIONS & EXPERIENCE:
• BS/MS in Engineering or equivalent construction experience
• 10+ years multi-disciplined experience in systems completion & MC
• Through understanding of computer systems used for reporting, tracking, data acquisition and analysis
