Airworthiness Recruits Regional Technical Coordinator

Duty Station: Abuja, Nigeria (with missions to Banjul Accord Group Member States-Cape Verde, Gambia, Sierra Leone, Liberia, Ghana and Guinea-Conakry)


Date Required: As soon as possible

Duration: 12 months (with possible extension)

Qualifications Requirements:

1.University degree in aeronautical engineering or equivalent recognized professional qualification

2.A minimum of 10 years experience in airworthiness, overhaul and maintenance, preferably of large, modern aircraft. Airline experience relating to governmental procedures of the inspection and approval of such organizations would be an asset; or

3.A minimum of 10 year’s experience at a senior supervisory level of government regulatory practices in airworthiness administration, certification, inspection, overhaul and repair, implementation of acceptable means of compliance would be an asset.

4.Sound knowledge of ICAO Standards and Recommended Practices and related documentation.

5.Knowledge of legal responsibilities and administrative procedures for the issuance of documents under State of Registry approval relating to supervision of airworthiness will be an asset.

6.Reasonable level of knowledge of the requirements of personnel licensing, training, and maintenance of competency of ground crews concerned with airworthiness.

7.Knowledge of aircraft inspection and airworthiness certification requirements is required.

8.Experience in the preparation, approval and use of maintenance-related Operator Manuals i.e. MCM, MEL, aircraft maintenance programs etc.

9.Experience in the preparation and approval of ground crew training and checking programmes would be an asset.

6.Commitment to continuous learning : Willingness to keep abreast of new development in professional field

7.Technological awareness: Ability to use contemporary office automation equipment software, databases.

Duties:

Under the coordination of the Executive Director and the Technical support and training Director

1.Assist in the arrangement of workshops, seminars and training programmes for inspectors within the Member States.

2.Assist the national inspectors in the performance of continuing airworthiness oversight functions on behalf of the Member States including the conduct of inspections, approval of maintenance programme, licensing of personnel, issuance of certificate of airworthiness, approval of minimum equipment lists and issuance of operating specifications. Also, perform these functions independently when and as required.

3.Assist with the CIS process in the development and execution of an annual, regional airworthiness surveillance programme, including safety audits, in consonance with the programmes of each of the Member States as approve by Board of Directors of the BAGASOO. Also, perform these functions independently when and as required.

4.Assist during certification and inspection missions to Member States or when requested to conduct a safety audit, provide on-the-job-training to airworthiness inspectors from those States.

5.Conduct GSI and other training activities for initial/refresher courses on airworthiness related subjects.

6.Perform any other relevant duty assigned in the field of specialization.

Salary:

Special Service Agreement (SSA) Contract for US $74,787 net per year plus Foreign Allowance of US$14,957 per year if the expert is not from Abuja plus Dependency Allowance of US $754 per year per depended child up to a maximum of six children. When on mission, the expert will be entitled to Daily Subsistence Allowance (DSA) at U.N. rate. Travel for missions will be provided by COSCAP participant states or ICAO.
