Regional Administrative and Finance Manager at Arworthiness

Duty Station: Abuja, Nigeria (with missions to Banjul Accord Group Member States-Cape Verde, Gambia, Sierra Leone, Liberia, Ghana and Guinea-Conakry)


Date Required: As soon as possible

Duration: 12 months with possible extension

Qualifications Requirements:

1.Bachelors Degree in Finance and Administration with professional qualification in Accounting (ACCA, CPA or equivalent qualification) from a reputable institution.

2.Minimum of five (10) years work experience as a Finance and/or Administrative officer in a government or international organization.

3.Sound knowledge of local and international Civil Aviation Regulations.

4.Sound knowledge of Management principles and practices.

5.Sound knowledge of International Air Transport Regulations and latest developments in the field.

7.Technological awareness: Ability to use contemporary office automation equipment, software, databases

Duties:

Under the coordination of the Executive Director:

1.Assist the BAGASOO Executive Director in carrying out his functions by coordinating and monitoring the administrative activities relating to each BAGASOO staff member and working group.

2.Coordinate and monitor the activities of the BAGASOO to ensure that they are completed in a timely manner.

3.Work closely with the Executive Director on matters of priority to the BAGASOO and the Civil Aviation Authorities Member States for which urgent decisions are required.

4.Assist in drafting policies/procedures for the BAGASOO.

5.Preparation of financial reports and to ensure that such reports are submitted to the Executive Director on a timely basis.

6.Ensure that the BAGASOO is represented at local and international conferences pertaining to Aviation.

7.Keep abreast with issues concerning the BAGASOO that may appear in the regional newspapers and communicate with concerned parties when necessary.

8.Keep abreast with local and international changes in Aviation matters pertaining to safety.

9.Respond to State letters on matters of importance in a timely manner.

10.Maintain an inventory of office equipment and ensuring that they are properly maintained.

11.Assist in organizing training courses, conferences and seminars hosted by the BAGASOO.

12.Assist With the preparation and monitoring of contracts and projects.

13.Assist in developing relevant employee conditions of service, operational procedures and dealing with matters concerning staff welfare.

a. Maintain BAGASOO records and technical library.

b. Perform other related duties from time to time

14. Act on behalf of the Executive Director as necessary on administrative matters for which urgent actions or decisions are required.

15. Delegate responsibility to assigned personnel when necessary to assist in completing projects assigned by Executive Director.

16. Coordinate and monitor work assigned by the Executive Director working groups or staff members to ensure timely completion

17. Establish/implement new operations/administrative procedures subject to approval by the Executive Director.

Salary:

Special Service Agreement (SSA) Contract for US $74,787 net per year plus Foreign Allowance of US $14,957 per year if the expert is not from Abuja plus Dependency Allowance of US $754 per year per dependent child up to a maximum of six children. When on mission, the expert will be entitled to Daily Subsistence Allowance (DSA) at U.N. rate. Travel for missions will be provided by COSCAP participant states or ICAO.
